Western Riverside County Municipal Green Zones Pilot Project

This project will accelerate zero-emission vehicle (ZEV) deployment across Riverside County jurisdictions, supported by EV charging infrastructure, workforce training, and community engagement. Led by Western Riverside Council of Governments (WRCOG), the initiative provides partners with technical expertise and funding to meet state ZEV mandates. A key feature is the diverse fleet sourced from five manufacturers, serving a range of municipal needs: a transit van for public transportation, a street sweeper and dump truck for city and priority population areas, off-road-capable pickup trucks and SUVs for remote regions, and efficient sedans and trucks for urban use. The vehicles will be powered by a mix of solar-powered and Level 2 chargers, enabling clean operations across varied duty cycles.

Expected Benefits:

This project will deploy zero-emission vehicle technology across 16 disadvantaged Census Tracts, as defined by California’s SB 535 mapping tool, to reduce air pollution and improve public health in communities disproportionately impacted by freight-related emissions. Benefits include:
  • Reduction of 2,064 metric tons of CO₂e (carbon dioxide equivalent).
  • Reduction of 2,975 pounds of NOx (nitrogen oxides).
  • Reduction of 224 pounds of PM2.5 (particulate matter ≤2.5 microns).
  • Reduction of 56 pounds of ROG (reactive organic gases).
  • Improved air quality in communities near major freight corridors.
  • Decreased health risks in overburdened neighborhoods.
  • Community-guided implementation to ensure equitable deployment.
  • Insight into the broader benefits of zero-emission vehicle adoption.
  • Municipal leadership in demonstrating scalable clean transportation solutions.

Outreach/Workforce Components:

The project’s workforce training will support workers in areas with unemployment and labor force participation rates below state and national averages. Zero-emission vehicle (ZEV) fleet operators will receive both hands-on and classroom-based training in electric vehicle and charging station operation and maintenance, delivered through the established Long Beach Clean Cities Coalition program.

Lessons Learned:

  • Communication with charging station companies can be challenging, and quotes should be obtained as far in advance as possible to avoid delays.
  • Turn-key charging companies provide a much more streamlined deployment process and are beneficial for larger projects with multiple sites and operators.

Status Updates:

  • Consultant chosen for Project Controls and Grant Management.
  • All vehicle purchase orders have been issued.
  • Infrastructure purchase orders have been issued, with the exception of Moreno Valley’s fast charger and Banning’s chargers.
  • Some vehicles have been received: Rivian R1T, Rivian R1S, Rizon Dumper.
  • PSA underway with Long Beach Clean Cities Coalition.
  • Community engagement planned is underway. A showcase of some of the project vehicles was held at the Inland Zero Emission Vehicle Network Forum on August 27, 2025 and future events are planned.
