Sustainable Terminals Accelerating Regional Transformation (START) Project – Phase 1

The START project is a groundbreaking demonstration of a multi-region, zero- and near-zero-emission (ZE/NZE) freight supply chain that supports the California Sustainable Freight Action Plan. Funded by a Zero- and Near-Zero-Emission Freight Facilities (ZANZEFF) grant, START showcases scalable emission-reduction strategies for freight operations. The project includes container delivery by the world’s cleanest vessels, transport by ZE yard tractors, handling by ZE top handlers and electric rubber-tired gantry cranes (RTGs), and transfer to ZE trucks and off-dock facilities. START deploys 102 ZE/NZE units, including the nation’s largest electric RTG deployment, the largest ZE yard tractor fleet at a single terminal, and the first 36,000-lb electric forklifts. It is expected to reduce annual emissions by 12,821.7 MT CO2e, 25.8 tons NOx, 1.05 tons ROG, and 0.27 tons diesel PM.

Lessons Learned:

  • The transition to sustainable goods movement and a zero-emission supply chain relies on flexible, technology-driven solutions guided by port and freight experts.
  • Fueling and charging infrastructure timelines are often delayed by utility requirements and permitting milestones, which affect equipment delivery and service contracts.
  • Successful workforce training for heavy-duty fleet electrification—covering both operations and safety—requires close coordination among equipment providers, charging infrastructure teams, and port operations stakeholders.

Status Updates:

  • SSA Marine completed conversions of nine eRTGs, and the demonstration is complete.
  • The Port of Stockton has received and commissioned its railcar mover along with all 16 light forklifts and 12 heavy forklifts. SSA Stockton has received and commissioned all six of its heavy forklifts, and the fleet at Stockton is moving pallets of rice and bundles of steel around the terminal. Demonstration is complete.
  • The Port of Oakland received and installed upstream electrical equipment for the Shippers Transport Express drayage trucks, and all 10 trucks have been received, commissioned, and demonstration is complete.
  • Two OGVs, the MV LURLINE and the MV MATSONIA are in service.
  • Baydelta Marine is expected to repower a TIER 3 tugboat to a TIER 4 hybrid electric drive tugboat in 2028.
