Los Angeles Marine Emissions Reduction (LAMER) Project

This multi-faceted project, led by the Port of Los Angeles, will demonstrate two advanced emission-reduction technologies across two vessel types and duty cycles in and around San Pedro Bay. Project components include a high-capacity passenger ferry with Tier 4 engines and a diesel-particulate filter (if available), replacing three older ferries, improving efficiency and reducing emissions; two zero-emission capable hybrid excursion boats that can operate in full zero-emission mode for up to 100% of trips (depending on route and duty cycle) are also project components. Additionally, the project will produce a comprehensive evaluation of next-generation harbor craft technologies, including the feasibility of diesel-particular filter integration, hybrid propulsion, future low-carbon fuels, infrastructure needs, and workforce development specific to ferries, tugboats, and excursion vessels.

Expected Benefits:

The LA MER project will deliver immediate and long-term environmental and public health benefits by reducing emissions from harbor vessel operations in high-priority populations.

Benefits include:

  • Annual reduction of 1,503 metric tons of CO₂e (carbon dioxide equivalent).
  • Reduction of 13,562 metric tons of CO₂e (carbon dioxide equivalent).
  • Reduction of 8,194 pounds of NOx (nitrogen oxides).
  • Reduction of 35 pounds of DPM (diesel particulate matter).
  • Reduction of 33 pounds of PM2.5 (particulate matter ≤2.5 microns).
  • Reduction of 317 pounds of ROG (reactive organic gases).
  • Annual reduction of 113 weighted tons of criteria and toxic pollutants.
  • Improved air quality in high-priority, port-adjacent communities.
  • Reduced health risks from exposure to air pollution.
  • Advancement of carbon-neutral, zero-emission maritime technologies.
  • Support for the long-term transition to clean harbor vessel operations.

Outreach/Workforce Components:

This project features a robust workforce development and outreach plan, providing training for harbor-craft workers on new engine technologies and advanced battery-electric systems.
