Balboa Island Ferries

In response to regulations driving the transition of short-run ferries (under three miles) toward zero-emission propulsion, this project will deploy three battery-electric ferries to replace diesel-powered vessels and install four charging stations. Each vessel currently operates with a 2010 Tier II marine engine. The new ferries will be powered by two electric motors and a sufficient battery bank to support reliable daily service. The electrification process must address significant space constraints while meeting the operational, safety, and service standards set by Balboa Island Ferry (BIF) and the U.S. Coast Guard.

Expected Benefits:

Balboa Island Ferry (BIF) is the only transit service across Newport Beach Harbor, connecting nearly 3,000 island residents, local workers, tourists, and youth programs to the mainland and Balboa Peninsula. It provides an essential, affordable option for commuters and visitors—especially during peak tourist seasons—while helping reduce traffic congestion in the area. The benefits of electrifying Balboa Island Ferry’s fleet will:
  • Demonstrate the feasibility of zero-emission propulsion in compact, high-demand ferry operations.
  • Remove technical and logistical barriers to electrification in other complex marine environments.
  • Increase public visibility and awareness of California’s climate and clean air initiatives through a widely used, high-profile service.
Benefits include:
  • Reduction of 878 metric tons of CO₂e (carbon dioxide equivalent).
  • Reduction of 12,270 pounds of NOx (nitrogen oxides).
  • Reduction of 59 pounds of DPM (diesel particulate matter).
  • Reduction of  56 pounds of PM2.5 (particulate matter ≤2.5 microns).
  • Reduction of  527 pounds of ROG (reactive organic gases).

Outreach/Workforce Components:

A key component of the project includes workforce development and training through an apprenticeship program in marine electrification. This project aims to develop a program that will help build a skilled local workforce for the clean marine industry.
