The program provides critical feedback to manufacturers, fleets, and agencies, helping shape the future of sustainable transportation.

Some Californians live in areas exposed to multiple sources of pollution, while others lack sufficient resources to invest in clean transportation or climate resilience. These communities are the first impacted and hardest hit by climate change. Priority populations include disadvantaged communities — the top 25% of census tracts most burdened by pollution and poor public health and socioeconomic conditions — as well as low-income communities and households at or below 80% of the statewide median income.
SHIFT prioritizes investments that deliver meaningful benefits to California’s most impacted communities. While state law requires that at least 35% of all California Climate Investments benefit priority populations, historically, approximately 99% of SHIFT funding has supported projects located in or directly benefiting priority populations, and this commitment will remain central to the program moving forward.
