SHIFT represents some of California’s boldest steps toward clean, heavy-duty transportation, alongside numerous other investments and policies designed to reduce emissions, protect communities, drive technology evolution, and grow the green economy.

Powered by the CARB’s Clean Transportation Incentives and additional infrastructure funding from the California Energy Commission (CEC), SHIFT projects are accelerating the shift to cleaner vehicles and equipment.

SHIFT is part of California Climate Investments, which uses billions of Cap-and-Invest dollars to fund projects that reduce harmful emissions, protect public health, strengthen local economies, and support natural environments. With a strong focus on communities most impacted by pollution and limited access to resources, California Climate Investments helps build a more equitable and sustainable future.

SHIFT supports the development, demonstration, and early deployment of advanced technologies that are on the cusp of commercialization. These projects represent a critical bridge between innovation and large-scale adoption – testing new solutions in real-world settings across California, from ports and highways to urban communities and logistics hubs. The goal: to reduce emissions, improve air quality, and advance the state’s climate and equity objectives.

Many of today’s commercially available zero-emission trucks, yard tractors, and buses were first introduced through CARB demonstration and pilot projects. With each investment, California helps drive down costs, grow market confidence, and expand the range of duty cycles and applications these technologies can serve. These projects also provide vital data, support workforce training and development, and demonstrate the operational benefits of transitioning entire fleets and facilities to zero-emission systems.

Eligible Applicants Include:

  • California-based public agencies
  • Local air districts
  • California-based nonprofit organizations

Private companies – including fleet operators, manufacturers, and technology developers – are encouraged to participate by partnering with an eligible applicant. All projects must be demonstrated in California.
